ERROR: The service did not respond to the start or control request in a timely fashion

Symptoms The CatTools service fails to start and the event log shows an error "The service did not respond to the start or control request in a timely fashion." This error is likely to affect Microsoft Windows Server 2003 systems running IIS version 6 or greater. Reason "Iisutil.dll changes the DACL list so that any service that uses the noninteractive local system account cannot log on." More information is available on the Microsoft Website Resolution Any one of the following should fix the problem: 1) A hot fix is available from Microsoft. 2) Apply a service pack released after June 2007. 3) Change the user account that CatTools uses so that it is not the Local System account.
